The Engineering Department’s responsibilities include:

Prepare plans, specifications and estimates for the construction, remodeling or maintenance of municipal structures and facilities.

Plan, develop and design, in conjunction with other municipal departments and commissions, parks and recreational facilities owned or acquired by the Municipality.

Provide project management for construction projects undertaken by the Municipality.

Review new subdivision plans for compliance with roadway construction, stormwater management and erosion control standards

Issue road occupancy permits and maintain PA One Call Records.

Advise all departments that require engineering services.

Road Occupancy Permit:

This permit is required per Ordinance No. 96-74 for any work that is done within the street right-of-way. This includes repair and replacement of utility lines and ornamental lighting. Minimum right-of-way width for older roads is typically 33 feet. The width is 50 feet for newer roads located within residential subdivisions.

Stormwater Management

The Municipality is in compliance with the U.S. EPA's Phase II Stormwater Rule, which establishes stormwater management programs for municipal separate storm sewer systems (MS4). MS4 programs are intended to improve the waterways by reducing the quantity of pollutants that stormwater picks up and carries into storm sewer systems during storm events. The program is designed to satisfy the appropriate requirements of the Clean Water Act via implementation of the following six minimum control measures:

  • Public Education and Outreach
  • Public Participation and/Involvement
  • Illicit Discharge Detection and Elimination
  • Construction Site Runoff Control
  • Post-Construction Runoff Control
  • Pollution Prevention/Good Housekeeping
